Risk-Based Classification System

The Act categorises AI systems into tiers based on risk level, from unacceptable risk (prohibited) to high-risk, limited risk, and minimal risk. Each tier carries different obligations, with the strictest requirements applying to AI used in critical areas like biometrics, employment, education, and law enforcement.

Obligations for Providers and Deployers

Organisations that develop or deploy high-risk AI systems must meet requirements around transparency, data governance, human oversight, accuracy, and cybersecurity. They are also required to maintain technical documentation and register their systems in an EU-wide database.

Governance and Enforcement Structure

The Act establishes a European AI Office, a Scientific Panel, and national competent authorities to oversee compliance. Penalties for violations can reach up to 35 million euros or 7% of global annual turnover, depending on the nature of the infringement.
